[黄苇町]应该这么看待这个问题，尽管燃放烟花爆竹一直有很大争议，有的要禁，有的要放，但是绝大多数人认为过年放烟花爆竹有年味儿，爆竹声中辞旧岁。从这个角度来讲，在燃放烟花爆竹方面是无可厚非的。
这几年出现一个情况，就是现在燃放烟花爆竹规模越来越大，烟花爆竹本身也越来越大，价格也越来越贵。从这些方面来讲，个人燃放和公家燃放是不能比的，现在有些单位过节燃放，一放放半个小时或者一个小时，那就不知道多少上了天，倒是很壮观很漂亮，但是本身用公款，本身就造成对社会财富造成浪费。

中秋国庆元旦春节每个重要节点都要“反四风”

[黄苇町]一是反对各种公款性的送礼消费，这个我们早就提出来了，现在一到具体事情上，包括送礼的人、收礼的人，包括商家都还不太相信，有时候还按照常规思路去想问题。例如像贺卡问题，我们这次抓贺卡，当时提出禁止送节日贺卡，有的省，比如广东退订就是好几个亿，当然对生产厂家也造成了一些损失。这次及早的提前，两个月前就发这个通知，实际上也是告诉包括爆竹的生产厂家，也包括其他准备囤货的商家，你们要考虑到现在遏制公款购买因素。

[黄苇町]我觉得应该这样说，在年节慰问一些贫困群众，这是我们党的传统。党和政府在年节对困难群体体现一种关心，体现一种关爱。只要你不是作秀，不是说开着车，带一大堆记者，送几床棉被，不是做秀，而是真心关心，这是应该做的。因为年节，也应该让困难群众过一个祥和的节日，体现出党的关心、组织的关心、社会的关心。

[黄苇町]常态化建设，过去作风建设中我们也搞过多少年了，但是以往有些作风建设所以最后是不了了之，往往和前紧后松分不开，开始又发文件、又作动员，声势很大，但是没有多久就偃旗息鼓了。所以习近平总书记特别了解一点，就是作风建设要想把它抓好，必须要保持扣越拧越紧的趋势。八项规定不是最高标准也不是最后一步，是共产党人最基本应该做到的。12月份是八项规定，1月份就是六项禁令，然后李克强担任总理以后就是三项禁令，接着又是七个必须做到，然后又把政治作风作为群众教育路线实践的主要任务，这就体现环环相扣，持续收紧，不断发力。这就打消很多人说我忍一忍，没过多久就故态复萌。常态化首先要抓始终，要善始善终、善做善成，对于违纪行为要动真格，我们现在也确实动真格处理了一些人，今年力度是非常大的。
[黄苇町]但是另一方面，最关键是要靠制度、靠监督，监督还包括依靠群众的监督，同时我们还要采取其他措施，现在正在讨论公车，是不是公车使用专门的车牌，或者装GPS，到哪儿都知道了，这些都是制度建设的一些方面，而且具有很强的操作性，所以我们中央在抓制度上确实在扎扎实实向前推进，而且吸收了广大干部群众的各种意见和要求，所以我对我们党的制度建设在比较短的时间内会获得比较大的进展是有信心的。
[黄苇町]特别是这次群众路线教育实践活动，这和以往有很大不同，我们已经看到了很多问题，比如社会分配悬殊差距问题，以及干部腐败问题，有些事情已经成为点燃群众情绪的导火索。我们为什么要抓群众路线教育实践活动，就是要解决干部的群众观点、群众路线、群众立场、群众感情问题，通过这个形成一个消除“四风”的好的思想关系。通过这个实践，实际上还是一个更大的考虑，就是群众路线教育也不是孤立进行的，如果说上世纪70年代末当时提出的解放思想、实事求是、团结一致向前看，是为我们后来中央所实行的改革开放大战略来服务，那么我们现在所进行的群众路线教育活动，我认为也是一个重要前奏，它是要为我们三中全会以后的全面深化改革和利益调整来开路，我们要通过进一步强化干部的宗旨意识来破除那些阻碍，妨害利益调整的各种思想上的藩篱，打破它，获得群众的真正信任，这样才能靠群众力量实现我们两个一百年的目标，这才是“中国梦”真正的含义。
