　　昨天，上海市十四届人大常委会第9次会议听取审议市政府关于《上海市国民经济和社会发展第十二个五年规划纲要》实施情况中期评估的报告。

　　报告指出，总的来看，两年多来，经济增速虽然“换了一档”，但转型发展“快了一拍”，民生保障“进了一步”，主要指标实现“时间过半、完成任务过半”。经过努力，《纲要》提出的主要目标任务有望全面完成。

　　报告指出，“十二五”后两年，上海要全力以赴推进中国(上海)自由贸易试验区建设，勇于破解难题，为打造中国经济升级版作出示范。

　　一是着眼于完善转型发展的体制机制保障，全方位深化改革扩大开放。深化经济体制改革，统筹推进重要领域和关键环节改革，率先开展一批能突破、可借鉴、推动力强的重大改革开放事项；加快自贸试验区建设，着力推进制度创新，探索自贸试验区与“四个中心”建设的联动机制；推动政府职能转变，加强事中事后监管等。

　　二是着眼于增强转型发展的动力支撑，推动经济持续健康发展。全力推进“四个中心”建设；充分运用新技术、新模式、新制度推动产业结构优化等。

　　三是着眼于形成转型发展的重要载体，积极打造一批新的增长极。继续高标准推进临港地区、世博地区、国际旅游度假区、虹桥商务区、黄浦江两岸地区、前滩地区等六大重点区域开发建设；分类推进新城建设等。

　　四是着眼于拓展转型发展的内涵，提升生态文明建设水平。采取更加有力的措施，加强大气、水等环境突出问题治理；积极盘活存量土地等。

　　五是着眼于夯实转型发展的社会基础，在改善民生和创新管理中加强社会建设。推进城乡区域基本公共服务均等化，进一步加大旧区改造、就业、养老等民生工作力度；推动社会管理服务重心下移等。

　　六是着眼于塑造转型发展的核心优势，不断增强城市软实力。建设管理高效、信息透明、社会安全的现代化国际大都市；积极营造国际化宜居环境等。

　　七是着眼于强化转型发展的目标导向，完善统计指标和考核体系。
