　　新华网北京11月20日电(记者刘羊旸)记者20日从国家林业局获悉，即将于2014年1月1日起施行的《国家林业局关于切实加强和严格规范树木采挖移植管理的通知》要求，各地要按照城乡绿化一体化的要求，做好科学规划，坚持以苗木绿化为主，以大苗栽植替代大树移植，切实减少城乡绿化对树木移植的依赖。

　　国家林业局有关负责人表示，近年来，受片面追求快速绿化效果和经济利益驱动的影响，一些地方出现大量采挖移植大树导致破坏植被、毁坏林地等现象，不仅造成树木原生地自然生态和景观严重破坏，而且在移植过程中由于树木根系、枝干严重受损，加上长途运输等原因，树木移植成活率和保存率均难以保证，造成森林资源的严重损失和浪费。

　　通知要求，城乡绿化不得采挖移植古树名木、原生地天然生长的珍贵树木和具有重要经济、科研、文化价值的濒危、稀有树木。采挖树木必须办理林木采伐许可证，胸径5厘米以上的树木必须纳入采伐限额管理；运输采挖的树木，必须办理木材运输证。假植的树木再次采挖的，必须提供合法来源证明。农村居民采挖房前屋后个人所有的零星树木不需报当地林业主管部门审批，但古树名木、天然生长的珍贵树木和濒危、稀有树木除外。

　　根据通知，采挖树木的单位和个人，必须采取有效措施保护好采挖林地上的其他树木，防止破坏周边植被。采挖后要及时回填土壤，防止水土流失，把对原生地的影响降到最低程度。对未经批准擅自采挖、运输树木的，要依法查处；对违规批准采挖移植树木的，要依法追究有关人员的责任。
