　　会议指出，整合不动产登记职责、建立不动产统一登记制度，是国务院机构改革和职能转变方案的重要内容，也是完善社会主义市场经济体制、建设现代市场体系的必然要求，对于保护不动产权利人合法财产权，提高政府治理效率和水平，尤其是方便企业、方便群众，具有重要意义。
