　　国土资源部表示，为了进一步规范和加强矿产督察工作，强化对矿业权人履行法定义务的监管，提高矿产资源节约与综合利用水平，根据相关法律法规以及国务院关于转变职能、简政放权的总体要求，组织制定了《矿产督察工作管理办法》(征求意见稿)。

　　国土资源部称，矿产督察是国土资源主管部门聘请专业技术人员，依法对非油气矿业权人法定义务履行情况进行监督检查的行政管理措施，是监督矿产资源节约与综合利用的一项重要手段。而矿产督察员是受国土资源主管部门委托，从事矿产督察工作的专业技术人员，分为国家级和地方级。

　　办法对督察员的权限等提出严格的限制，办法规定，矿产督察员应当依法开展督察，履行督察职责时不得接受被督察矿业权人的任何馈赠、报酬，不得让被督察单位报销任何费用，不得参加被督察单位安排、组织或者支付费用的娱乐、旅游等活动，不得利用职务之便为自己或者他人谋取利益，不得干预、妨碍被督察矿业权人的正常工作，不得在非督察工作场合使用督察证件。
