　　连续当了20多年的村支书，河南省濮阳县西辛庄村支书李连成有了个新称呼——李市长。63岁的他似乎并不避讳这个新称呼，经常和别人戏称自己是“中国最小的市长”，因为他所在的西辛庄仅有701名村民。变化源于2012年5月8日，这一天，顶着巨大的压力，濮阳县庆祖镇西辛庄市（筹）正式挂牌。

　　“村级市”挂牌 领导没来

　　华西都市报：建立村级市，遇到的困难和阻力有哪些？

　　李连成：西辛庄市挂牌前一天，濮阳县民政局下发文件，称国家民政部、省民政厅、市民政局相关领导非常重视此事，根据精神指示，西辛庄积极建设新农村值得称赞，但挂牌成立“村级市”一事不符合相关政策规定，应立即停止。

　　我想我们也仅仅是筹备，而且不设一个公务员，上面也在提倡建设新农村，搞城镇化，西辛庄市的提法也符合这些思路，所以也就按原计划挂牌了。

　　但实际上，挂牌那天，濮阳市、濮阳县、庆祖镇的领导都没有来。

　　未来

　　吸引周边村集中建新社区

　　华西都市报：西辛庄下一步计划怎么发展？

　　李连成：西辛庄要加快发展，而发展要有人气。西辛庄本身只有700多人，太少了。我就琢磨着，怎么吸引周边的人到西辛庄来，大家集中居住建一个新型社区，这样周边15个村能节约出来差不多2000亩地，统一规划搞工业区，招商引资吸引更多企业来。然后复制西辛庄的成功模式，将租金、股份分给村民们，带领大家一同致富。

　　这么一来，不仅西辛庄，周边的十几个村里所有人都能享受城市生活。我们的日子过得好了，不正是党和政府所希望的吗？所以说，下一步，我们还要加快发展，加快建设新区，加快集中居住的速度，吸引更多人来西辛庄。
