　　中新网北京11月20日电 (记者 于立霄)北京拟建立动物疫病评估风险制度，加强对人畜共患传染病的防治，同时还将对饲养的犬只实施狂犬病强制免疫，未对犬只进行免疫接种的，将处以1000元以下的罚款。

　　北京市十四届人大常委会第七次会议20日在此间举行，会上对《北京市动物防疫条例(草案)》进行初次审议。

　　随着居民生活水平的提升，北京养犬数量不断攀升。一项数据显示，北京登记犬只约100万只，未登记犬只100多万只。近3年来，内地狂犬病死亡病例呈现上升趋势，狂犬病死亡病例已由3例上升至13例。今年犬只连续伤人事件频发，截至目前已经有死亡病例7例。

　　此次审议的草案明确规定，犬只接受狂犬病强制免疫接种的，将取得狂犬病免疫证明、标识；犬只饲养者携带犬只在户外活动，应当为犬只佩戴狂犬病免疫标识；导盲犬可以搭乘公交车；活畜禽禁止乘坐公共交通工具。

　　草案还规定，犬只养殖场配备的动物防疫技术人员，应当为饲养的犬只实施免疫接种，其他犬只饲养者应当到区、县兽医行政主管部门指定的狂犬病免疫点对犬只进行免疫接种，并按照规定支付免疫费用。

　　草案对动物尸体处理也进行了明确规定：病死、死因不明的动物要进行无害化处理，并如实记录无害化处理情况；动物屠宰加工场所、动物养殖场所、动物隔离场等，应当具备相应的无害化处理设施。

　　与此同时，草案还规定，未对犬只进行免疫接种，给他人造成人身、财产损失的，犬只饲养者要依法承担相应的民事责任；构成犯罪的，依法追究刑事责任。(完)
