　　新华网昆明11月16日电（记者白靖利）近日，有网友发帖举报云南富源县一社区原妇女主任多年“吃空饷”，并向百姓开“白条”，款项进入私人腰包。富源县相关部门调查回应称，被举报人“吃空饷”一事不属实，“开白条”一事部分属实，已对被举报人进行批评教育，并明确其不再属社区聘用干部，改为聘用临时工。

　　10月10日和21日，网友“金鑫”发微博称：“富源县中安镇清溪社区有人吃空饷长达四五年，还向老百姓开白条，款项进入私人腰包。”同时配发三张图片，内容为两张收条，收款人均为潘凤琼。其中一张为“收到张小菊人民币924元”，时间为2008年12月1日；另两张同为“收到杨春强承包费两年2760元”，无收款日期。

　　近日“金鑫”发帖称：“云南省富源县中安镇清溪社区原妇女主任潘凤琼‘吃空响’，向老百姓乱开白条子。由于群众反映强烈，潘凤琼被免去妇女主任职务，可是至今仍按月领取工资。”

　　富源县委宣传部负责人告诉记者，中安镇党委、政府组织纪委及相关人员组成调查组对此举报进行核实，网友举报情况不完全属实，潘凤琼并未“吃空饷”。

　　富源县委外宣办、县政府新闻办和中安镇纪委联合提供的调查报告表明，网友举报对象为清溪社区外马房小组居民潘凤琼，2009年3月起任社区妇女主任，2012年3月换届后仍在社区工作，为负责环境卫生的聘用工作人员，不存在只拿补助不干事的现象。

　　调查报告称，网曝两张收条均为潘凤琼开具，用途为收取山林承包费。其中开给杨春强的收条，收取时间为2010年或2011年3月。由于当时报账员不在，清溪社区外马房小组长舒永红叫潘凤琼代收。2012年7月12日，潘凤琼将钱存入外马房小组账户后，原小组长舒永春等人从杨春强手中拿走收条。

　　至于“收张小菊924元”，调查报告称，2008年11月，时任外马房小组长舒永春同潘凤琼等人一起收取山林承包费，由于在承包面积上发生争执，未能现场收取。次日张小菊至社区交纳山林承包费时被舒永春拒收，潘凤琼对张小菊表示先收钱再与舒永春商量，能收则换正式单据，否则将钱还给张小菊。此后潘凤琼多次联系张小菊及其家人，但均未获答复，钱一直在潘凤琼手中。目前，调查组已安排社区暂收保管此款项。

　　调查报告认为，网友举报潘凤琼“吃空饷”一事不属实，“开白条”一事部分属实。但潘凤琼不是党员，也不是社区居委会成员，无法按相关规定给予处理，由社区对其进行批评教育。经社区两委班子研究，明确潘凤琼不再属社区聘用干部，改为聘用临时工。
