　　央广网北京11月16日消息（记者孙莹）《中共中央关于全面深化改革若干重大问题的决定》中提出“要健全司法权力运行机制”。依据最高人民法院下发的通知，在上海、江苏、浙江、广东、陕西等省市部分法院深化司法公开、审判权运行机制的试点改革将于今年12月正式启动，为期两年。

　　深化司法公开的试点方案，要求试点法院全面实现审判流程、裁判文书、执行信息的公开透明，为社会公众和当事人及时、全面、便捷地了解司法、参与司法、监督司法提供服务与保障。最高人民法院研究室主任胡云腾

　　胡云腾：全国法院都要开通12368的热线，要建立审判流程公开、裁判文书公开、执行信息公开三大平台，要求建立领导干部接待日、法院主题开放日，高度重视网络、微博、微信等现代信息技术和方式，主动、及时、全面、客观公开相关情况，有针对性地回应社会公众的关切和疑惑。

　　审判权运行机制改革的试点方案，要求试点法院依法强化各种职能之间的制约监督，确保独任法官、合议庭及其成员依法公正、独立行使审判职权。其中深化院、庭长审判管理职责改革，建立院、庭长行使审判管理权全程留痕制度是本轮改革的重头戏。

　　胡云腾：院、庭长管理案件、管理审判活动也得依照法定程序进行，要加强对院、庭长行使审判管理权的约束和监督，防止审判管理权的滥用。

　　在中国社会科学院法学研究所所长李林看来，消除审判权运行机制的行政化问题将是本轮改革要突破的重点。

　　李林：健全司法权力运行机制，我个人认为总体上讲就是要解决法院、检察院或者说司法的行政化、官僚化问题，大力推进司法民主、公开。
