　　新华社联合国11月15日电(记者倪红梅 王雷)中国常驻联合国代表刘结一15日说，中方对安理会当天未能通过推迟国际刑事法院审判肯尼亚领导人问题的决议草案深表遗憾。

　　当天，安理会就卢旺达等非洲成员提交的、推迟国际刑事法院审判肯尼亚领导人决议草案举行投票，结果7票赞成、8票弃权，决议草案未能通过。

　　刘结一作为安理会本月轮值主席主持了这次会议。他在投票后的发言中说，中国代表团对决议草案投了赞成票。我们对安理会未能通过上述草案深表遗憾。

　　他说，肯尼亚是非洲重要国家。近年来，肯尼亚积极改革国内司法，大力推进民族和解，和平解决部族冲突，逐步恢复稳定发展，中方对此表示高度赞赏。肯尼亚长期处于打击恐怖主义的前沿，在维护非洲之角、东部非洲乃至整个非洲的和平稳定方面发挥着重要作用。

　　他说，推迟国际刑事法院审判肯尼亚领导人不仅是肯尼亚，而且是全体非洲国家的关切，更是维护地区和平与稳定的迫切需要。国际社会理应帮助肯尼亚领导人集中精力履行职责，继续为维护肯尼亚和地区和平稳定发挥重要作用。国际司法机构在行使管辖权时，应遵守国际关系准则，遵循补充性原则，尊重有关国家的司法主权、司法传统和现实需要。

　　他说，近一段时间来，安理会成员同非盟和肯尼亚就推迟国际刑事法院审判肯尼亚领导人问题进行了全面、深入的讨论。中方认为，非方的要求合情合理，有据可依。他们的依据是《联合国宪章》的宗旨和原则，他们的目标是维护地区和平、安全与稳定，有效打击恐怖主义，他们的要求是给予肯尼亚人民选举产生的国家领导人最基本的尊重。在涉及非洲和平、安全和稳定问题上，非洲国家最了解自身的需求，安理会应当认真听取并积极回应非盟和广大非洲国家的共同诉求。
