　　中新网11月15日电 据农业部网站消息，11月15-16日，全国新型职业农民培育试点工作经验交流会在陕西省西安市举行。农业部部长韩长赋强调，各级农业部门要深入贯彻落实党的十八大和十八届三中全会精神，全面推进新型职业农民培育工作，稳定和壮大现代农业生产经营者队伍，为建设现代农业提供人才支撑。

　　据了解，去年8月，农业部启动实施新型职业农民培育试点工作，提出力争在3年内，选择100个试点县，每个县根据农业产业分布选择2-3个主导产业，培育新型职业农民10万人。各地立足当地资源禀赋和优势特色产业，把专业大户、家庭农场主、农民合作社负责人、农机手等作为重点培育对象，加强技能培训，强化政策扶持，发挥示范带动作用，引领主导产业发展。按照农业部提出的制度框架，各地在实践中不断丰富和完善制度内容，初步构建起教育培训、认定管理与政策扶持“三位一体”的制度体系。目前，全国100个试点县中，已有88个县建立了新型职业农民教育培训制度，73个县制定了认定管理办法，61个县明确了扶持政策。

　　韩长赋指出，刚刚闭幕的党的十八届三中全会，对全面深化改革作出战略部署，对农村改革创新提出了明确要求。大力培育新型职业农民，是深化农村改革、增强农村发展活力的重大举措，也是发展现代农业、保障重要农产品有效供给的关键环节。确保国家粮食安全和重要农产品有效供给、推进现代农业转型升级、构建新型农业生产经营体系，都迫切需要培育新型职业农民。各级农业部门要认真学习、深刻把握党的十八届三中全会精神，充分认识新型职业农民培育的重要性紧迫性，加快推进农民的职业化进程。

　　韩长赋强调，培育新型职业农民具有明显的公益性、基础性、社会性，是政府部门的基本公共服务内容，也是一项长期而艰巨的战略工程。各级农业部门要在认真总结借鉴试点工作经验的基础上，加大工作力度，创新培育模式，采取有效措施，推动新型职业农民培育不断迈上新台阶。要深入开展农民职业技能培训，积极发展农业职业教育，强化农民教育培训体系建设，逐步建立农民免费培训制度。积极探索新型职业农民认定管理方式，加大新型职业农民政策扶持。

　　韩长赋要求，强化新型职业农民培育工作的支持保障，确保新型职业农民培育各项工作落到实处。要加强组织领导，把培育新型职业农民纳入农业农村经济工作总体部署，作为当前和今后一个时期农业农村经济工作的中心任务和重点工作。要加大投入力度，鼓励有条件的地方设立专项资金，建立长效投入机制。要加快推进试点，及时总结试点经验，为全面推进新型职业农民培育做好制度储备。要做好宣传引导，在全社会营造推进新型职业农民培育的良好氛围。
