　　新华网北京11月15日电（记者江国成）15日公布的《中共中央关于全面深化改革若干重大问题的决定》明确提出：加强中央政府宏观调控职责和能力，加强地方政府公共服务、市场监管、社会管理、环境保护等职责。

　　专家认为，决定中涉及的政府职能和作用可概括为“宏观调控、市场监管、公共服务、社会管理、环境保护”，清晰地界定了政府的职能和作用，也凸显了新的内涵。

　　国家行政学院经济学教研部主任张占斌说，同过去的“宏观调控、市场监管、公共服务、社会管理”相比，决定新增了“环境保护”要求。把政府职能和作用从“16个字”增加到“20个字”，表明“党和政府对政府职能有了新的认识”，强化了政府在环保方面的职责，有利于加强生态文明建设，建设美丽中国。

　　张占斌认为，政府职能的转变必将对我国环境保护乃至生态文明产生重大影响。预计相关政府部门将有所调整，从体制机制上进一步加强环境保护和生态建设力度，更好地保护和管理好生态环境。

　　他说，30多年的改革开放极大地增强了我国综合国力，改善了民生，但我国在工业化和城镇化过程中也付出了不小的环境代价，一些地区“高污染、高排放”企业盲目扩张，污染物排放量很大，造成了严重的雾霾污染等生态环境问题，人民群众反映强烈。决定把“保护环境”列入政府的五大职能和作用，顺应民意，符合现实。

　　他认为，工业化、城镇化关系到经济社会发展和民生改善，但“工业化、城镇化和生态文明建设三者不可偏废”，这就是政府职能转变释放的新内涵。
