Plenary session report relating to public ownership and State-owned economy highlights the four major highlights.

The first highlight is further stressed the role of the market. This ten-year period from 2003 to this year, the State-owned economy under the condition of market-oriented reform has been active in exploring ways to optimize the distribution of State-owned assets. Now, on the management of State-owned economy in China has been largely explored a set of ways, means and measures to adapt to the market economy.

Second highlight is reinforced with two "unwavering". Report highlights "-State-owned economy and the non-State-owned economy is an important component of the Socialist market economy", is sure the economy is both a solid foundation; economic systems based on the combination of public ownership and non-public ownership economy of mixed ownership economy has naturally occurred. "Actively developing mixed ownership economy" the further strengthening and development of the 18 "two unwavering" in reference to.

Actively developing mixed ownership economy, State-owned economy to market-based, Don, youjinyoutui, needs further thought. In my opinion, if it's not the people's livelihood, the relationship between national security and was not an important infrastructure and natural resources, not on a particular industry, State-owned economy on the industry chain are thinking seriously about how to make good strategic investors access to marketization means and forms.

This originally proposed by establishing modern enterprise system in State-owned enterprises in a completely different, because now the Central highlighted the market plays a decisive role in the allocation of resources, and objective requirements of micro-internal management must become stronger, otherwise the enterprises it is difficult to respond to market changes. After the modern enterprise system, State-owned asset regulators can boldly functions to the micro-level body of State-owned assets management and will have more time to think about how to market to function better under supervision of State-owned assets operating, research and market related to state-owned assets supervision mechanism.

　　强化公有、非公双基础

　　摘要：毫不动摇巩固和发展公有制经济，坚持公有制主体地位，发挥国有经济主导作用，不断增强国有经济活力、控制力、影响力。必须毫不动摇鼓励、支持、引导非公有制经济发展，激发非公有制经济活力和创造力。要完善产权保护制度，积极发展混合所有制经济，推动国有企业完善现代企业制度，支持非公有制经济健康发展。

　　三中全会报告在涉及公有制和国有经济方面凸显四大亮点。

　　第一个亮点是进一步强调了市场的作用。从2003年到今年这十年时间内，国有经济改革一直在积极探索市场化条件下如何优化国有资产配置。如今，中国在国有经济管理上已基本探索出一套与市场经济相适应的方式方法、手段和措施。

　　第二个亮点是强化了两个“毫不动摇”。报告强调了“公有制经济和非公有制经济都是社会主义市场经济的重要组成部分”，就是肯定了经济有两个坚实基础；在此经济制度的基础上，公有制和非公有制经济相结合而成的混合所有制经济自然而然出现。“积极发展混合所有制经济”进一步强化和发展了十八大“两个毫不动摇”的提法。

　　在积极发展混合所有制经济下，国有经济以市场为基础如何有所为、有所不为，如何有进有退，都需要进一步思考。我个人认为，只要不是关系国计民生、关系国家安全，不是重要的基础设施和自然资源，不是特殊行业，国有经济都要认真思考如何在产业链上让优秀的非公战略投资者以市场化的手段和形式进入。

　　第三个亮点是进一步突出了“公有制为主体、多种所有制经济共同发展的基本经济制度”，强调要“不断增强国有经济活力、控制力、影响力”，这就是希望国有经济为发展非公有制经济更好地搭建平台。

　　用国有经济支持非公经济发展，已经具备了条件。国资委成立十年后，从原来的“九龙治水”到“管资产与管人管事相结合”，国有经济逐步做强做优做大，现在完全有能力为非公经济发展搭建良好的平台。现在有的行业非公经济发展得很好，但我们希望更多行业的非公经济发展得更好，这对公有制经济发展也是有力的支撑。

　　第四个亮点是对国有企业提出要推动“完善现代企业制度”。这同原来提出在国有企业中建立现代企业制度完全不同，因为现在中央强调让市场在资源配置中起决定性作用，就客观要求微观主体内部的管理要变得更强，否则，企业就很难应对市场的变化。而在现代企业制度完善后，国有资产的监管部门才可以大胆地把国有资产运营的职能交给微观主体，同时就有更多时间去思考如何在市场为决定作用下更好地监管国有资产的运营，去探索与市场相配套的国有资产监督机制。
