登录房管局官网能查中介资质
目前朝阳区注册房屋经纪机构及其分支已近4000家。根据此次发布的《意见》，房地产经纪中介机构应当自领取营业执照之日起30日内，到所在地房管部门备案或报送相关信息。从事房地产中介活动的人员也应该取得相应的资格证书。
“由于消费者对房地产经纪行业的相关规定缺乏了解，常常会因为选择了黑中介而出现房款被骗、租金被扣或委托的房屋被群租等问题，有些中介还利用频繁变更公司名称的手段，逃避责任。”朝阳区房管局相关负责人介绍，市民今后只需登录朝阳区房屋管理局网站(fgj.bjchy.gov.cn)，就可查询为自己提供服务的中介公司是否正规。该网站将开设“经纪行业管理”专栏，对经纪公司的备案情况、违规行为投诉情况、信用档案信息情况进行公示，引导消费者选择信誉好、正规合法的公司。
经纪人禁以个人名义承接业务
根据《意见》，房地产经纪人员取得《北京市房地产经纪人员注册证书》后，方可从事居间、代理房地产经纪业务。未经注册的人员，不得从事房地产经纪活动。
经纪人员如果出现以个人名义承接房地产经纪业务和收取费用；在两个及以上房地产经纪机构从事业务；因在从事房地产经纪活动中受到刑事处罚，伪造、变造、买卖、租借房地产经纪资格证书或严重违反职业道德和经纪行业管理规定等行为，朝阳区房管局将会记入信用档案，并上报市住建委，建议对其采取注销注册、限制从业等行政措施。

《意见》首次对房地产中介出现各类违规行为后暂停网签的具体时限做出了明确规定。其中，对于未严格按照签约流程规定进行操作，或为交易当事人规避房屋交易税费等非法目的，就同一房屋签订不同交易价款合同的地产经纪机构，将暂停其在朝阳区网上签约资格，暂停期不少于30日；对于未经委托擅自对外发布房源信息，或未经交易双方委托擅自进行网签业务操作的房地产经纪机构，暂停网签资格不少于60天；对于擅自划转客户交易结算资金，从事房屋租赁经纪业务违反北京市出租房屋人均居住面积标准，改变房屋内部结构分割出租，为不符合交易条件的保障性住房和禁止交易的房屋提供经纪服务，或从事法律、法规禁止的其他行为的，暂停网签资格不少于90天。 据介绍，房地产经纪机构被暂停网签资格，能接受处理并完成整改，并且在暂停期内未再次发生其他违规行为的，暂停期满，经获准提出书面申请后，可恢复其网签资格。
