三大运营商最终将合作伙伴锁定为三类企业：一是苏宁、国美、迪信通这样的渠道商；二是互联网企业；三是信威通信、用友、金蝶等拥有行业资源的企业。

对于首批出炉的名单，并不是运营商说了算，还需要提交工信部审核。工信部将并对符合资格的企业颁发相关业务牌照。

据悉，虚拟运营商牌照都将在年内发放，2014年开始进行企业和运营商的业务对接工作，并最终于2014年年中开始正式运营。内部人士透露，“由于近期中国4G牌照铁定发放，三大电信运营商正在考虑重组，电信业的开放程度将超出外界想象。”
