华山是我国著名的五岳之一，有着厚重的文化底蕴和悠久历史，是国家级风景名胜区。华山山势峻峭，壁立千仞，群峰挺秀，以险峻称雄于世，自古以来就有“华山天下险”、“奇险天下第一山”的说法。此外，华山还是神州九大观日处之一。华山上的观、院、亭、阁皆依山势而建，恰似空中楼阁，且与古松相映，别具一格。华山多少年来吸引了无数游客，在全国乃至世界享有很高的声誉。如何将华山的特色美景展现出来，让游客能够多角度、多层次、全方位的感受华山的奇、险、俊、美，并将华山打造成真正的智慧华山、生态华山是华山景区未来发展目标。中国航天系统科学与工程研究院作为中国航天科技集团公司的智库机构，拥有国际领先的科技、人才及运作大型项目的成功经验。华山管委会与中国航天系统科学与工程研究院于2013年6月展开合作，利用半年的时间进行了三次深入交流，数次更改方案，最终达成合作协议。本项目得到了航天科技集团公司雷凡培总经理的高度重视，为了更好地开展智慧华山的建设工作，项目双方邀请了国内知名院士、专家对项目进行指导、把关。
2013年11月10日上午，由中国航天科技集团公司在北京组织召开了“用航天技术建设智慧华山设计方案评审会”。评审会由中国航天系统科学与工程研究院副院长兼科技委主任薛惠锋主持，国内知名院士、专家王礼恒、张履谦等参加评审，中国航天科技集团公司总工程师杨海成、中国航天系统科学与工程研究院院长王崑声、渭南市政府副秘书长兼华山管理委员会主任霍文军及相关领导参加了会议。
评审会上，参加会议的专家、领导对项目方案进行了深入的探讨与论证，对方案的有效性及可行性给予了肯定，肯定了项目的三大优势：(1)在自然环境下防雷是一大难题，航天采用了系统工程方法，综合技术措施，有效的解决了该难题，具有独有的预警、拦截、引导和防护的特点；(2)无线网络技术很多也很成熟，但适用于自然景区的，特别是华山奇险特征的没有，航天在特殊环境下的无线通信网络技术具有小体积便于安装、大功率覆盖、高速带宽、信息量大、隐蔽保密、防雷抗毁性等特点；(3)航天的多媒体技术具有高分辨率、高清晰度、三维动态、互动逼真等特点。通过本次评审，华山管委会对中国航天系统科学与工程研究院项目的成功充满了信心。通过本项目的实施，中国航天系统科学与工程研究院会将航天的高新技术应用到华山的一体化建设之中，将航天高科技服务于民，实现华山“山外有山”的美好愿景，并将其打造成为国内顶尖、国际一流景区。
