　　本报海口10月29日电 记者王晓樱、魏月蘅从29日召开的海南闲置土地处置工作会议上获悉，目前海南“供而未用”的土地达13.06万亩，根据新修订的《海南省闲置土地认定和处置规定》，这些“沉睡的土地”如果两年以上未动工，非政府原因或不可抗因素造成闲置的，将被无偿收回。

　　海南省国土环境资源厅厅长陈健春介绍称，经调查，全省“批而未用”土地总量为28.68万亩，其中“批而未征”5.47万亩、“征而未供”10.15万亩、“供而未用”13.06万亩。“供而未用”土地中，从用途看，主要是住宅和商服用地，有6.14万亩，约占48%；从时间看，闲置10年以上土地达7.07万亩，占54.14%，近5年闲置土地有4.37万亩，占33.43%。

　　海南省省长蒋定之在会上说，现在海南一方面是用地指标严重不足，土地成为最大的制约因素、发展瓶颈，另一方面又大量存在闲置土地。根据测算，“十二五”期间，全省实际新增建设用地将达44万亩，但根据土地利用总体规划，今后海南可用的全部建设用地指标总共才65万亩。

　　为盘活闲置土地，今年9月6日，海南省政府第10次常务会议审议通过了《海南省闲置土地认定和处置规定》，并以省长令的形式颁布实施，进一步明确了闲置土地的认定，处置方式和处置程序等。根据11月1日起实施的《海南省闲置土地认定和处置规定》，非因政府原因和不可抗力造成土地闲置，具有下列情形之一的，市、县、自治县人民政府可以无偿收回国有建设用地使用权：(一)超过动工开发日期满2年未动工开发的；(二)超过动工开发日期满2年未完成项目投资总额25%的。

　　海南的填海项目大量存在未批先建、不缴纳海域使用金、擅自改变填海用途、长期闲置不用、不及时换发土地证等违法行为。针对这些问题，填海造地项目也纳入本次集中整治范围，一并清理。蒋定之要求在明年6月底前，全面完成闲置土地的处置工作，使海南土地闲置的突出问题得到基本解决，土地市场秩序得到有效规范。

　　目前，海南已启动约谈和挂牌督办机制，督促市县政府解决土地违法违规问题，并首次在媒体上对海口、东方和定安的四宗重大土地违法案件刊登公告，公开进行挂牌督办，在社会上引起了极大的反响。
