　　10月23日，北京市、天津市、河北省、山东省、山西省、内蒙古自治区6省区市在京召开“共商区域协作、联防大气污染”会议，这已是国务院《大气十条》颁布以来，六省区市第三次公开聚首。

　　会上，六省区市分别提出了各自的联防联控目标：北京控煤1000万吨，机动车不超600万辆，水泥炼油产能分别控制，退出1200家污染企业；天津确定了10条66项措施和462项任务及2055个治理项目；河北减少4000万吨燃煤，年内淘汰黄标车57.8万辆，7265个重点工地监控扬尘，关停、限产大量污染企业；山西取消各备燃煤锅炉，淘汰全部黄标车31.6万辆等；内蒙古规定电厂和供暖企业冬季全部使用优质煤炭；山东制定燃煤锅炉煤改气方案，全省将自2014年1月1日起全面供应国四阶段标准汽油，省级财政设立2亿元的黄标车提前淘汰考核奖励金。

　　事实上，京津冀及周边地区联防联控的成败，重点和关键都在河北。在今年环保部历次公布的全国城市空气质量最差排名中，进入前十位的，十之七八都在河北省。
