　　新华网北京10月30日电(记者 吕诺) 就“俄罗斯免费医疗”话题，国家卫生计生委国际司司长任明辉30日参加该部委在线访谈时说，真正的免费医疗制度根本不存在。纵观世界各国的做法，不是由税收支持，就是个人和企业支付，通过共同或单独缴费的医疗保险或社会保险解决医疗费用的问题。

　　他说，经了解，俄罗斯目前没有推行新的医疗保障政策。俄罗斯现有的医疗保障体系，沿袭了前苏联的公费医疗制度，每一位俄罗斯公民均可免费享受包含在国家社会保障体系内的基本医疗服务，其资金主要来源于医疗社会保险资金。

　　任明辉说，就医疗保健服务而言，从来没有免费的午餐。免费不免费，是指患者在接受服务时是否缴费。即使是号称实施免费医疗的国家，患者在看病时也许是免费的，但是实际上医疗费用已经在个人和企业的各种税收或者缴纳的保险中体现了。一些国家对于特别贫困的人口实施免费医疗，但是实际上这些经费要么来自财政支持，要么由慈善机构解决，只是不同国家的体系医疗保障制度不同。这些国家往往患者看病等待时间长，没有基本的药品。实际上，所谓的免费医疗根本不存在。看病不付钱，回到家发现账单已经来了。

　　他说，医疗体制改革是世界性的难题，关键点在于处理好公平和效率。这在任何国家都是一项艰巨的工程。对于中国这样一个有着13亿人口的发展中大国，情况更为复杂。我相信，确保人人平等、方便地获得医疗服务，并控制费用合理增长，是每个国家医疗制度改革的基本思路。
