　　10月24日，湖南省岳阳市岳阳楼区人民法院对岳阳市原规划局党组书记、局长曹学军(正处级)受贿案进行了一审公开开庭审理。并邀请了市、区两级人大代表、政协委员、市、区规划局干部职工共100多人现场旁听。当庭以受贿罪判处被告人曹学军有期徒刑十二年六个月，剥夺政治权利二年，并处没收财产十五万元；扣押在案的所得赃款一百二十万五千元依法追缴上缴国库；追缴其犯罪所得赃款四十一万五千元、美金一千元、日元十万元上缴国库。

　　法院审理查明：2005年初至2012年4月，被告人曹学军在担任岳阳市规划局副局长、局长期间，先后利用其分管该局用地科工作，以及主持该局全面工作、同时直管建设用地的规划审批、核发建设工程“一书两证”(即《项目选址意见书》、《建设用地规划许可证》、《建设工程规划许可证》)等工作的职务便利，为他人谋取利益，共37次收受岳阳市“岳州帝苑”、“天伦城”、”福隆、巴陵尚都”、“雅典新城”建设项目负责人的贿赂款共计人民币162万元、美金1千元、日元10万元。

　　法院审理认为，被告人曹学军身为国家工作人员，利用职务上的便利，为他人谋取利益，非法收受他人财物十万元以上，其行为已构成受贿罪，遂依法作出上述判决。
