　　新华网成都10月30日电 (记者陈健)记者从四川省国土资源厅了解到，四川省出台土地制度改革措施，规定四川省内，各市州、区县非农建设经批准占用耕地，可以在本行政区域外“跨市州”补充耕地履行占补平衡。

　　占补平衡是一项耕地保护的基本制度，按照“占多少，补多少”原则，建设单位必须补充同等数量和质量的耕地，以保证耕地不减少。按照过去政策，各市州、区县非农建设占用耕地，应立足于在本市州、县内补充耕地。

　　四川省国土资源厅有关负责人介绍，四川这次实施的建设占用耕地易地占补平衡，以流转补充耕地指标方式进行。补充耕地指标优先在本市州的区县之间进行流转，能在本市州内调剂解决的，不得跨市州流转；本行政区域内无法完成占补平衡任务的，可跨市州进行有偿流转，但不得二次流转。

　　据介绍，建设占用耕地易地占补平衡补充耕地指标流转价格，可由出让方和受让方参照补充耕地指标的取得成本、耕地开垦费缴纳标准、新增耕地的质量等级、合理利润等因素，通过协商确定。其中，受让方的资金来源于地方政府征收的耕地开垦费，以及其他安排用于补充耕地的资金。

　　此外，四川建设占用耕地易地占补平衡实行计划指导，需易地占补平衡的市州，年初制定易地占补平衡计划上报国土资源厅备案。
