新华网北京10月30日电 (记者崔清新、王思北)十二届国人大常委会立法规划30日公布，其中已明确的68件立法项目中，修改土地管理法、环境保护法、大气污染防治法、水污染防治法等，制定土壤污染防治法、核安全法等11项涉及生态文明建设。
立法规划将立法项目分为3类。第一类是指条件比较成熟、本届任期内拟提请审议的立法项目共47件，其中包括修改食品安全法、红十字会法等修改法律33件，新制定法律14件。目前已通过商标法、消费者权益保护法、旅游法、特种设备安全法等4件，已提请审议的项目有修改土地管理法、环境保护法、预算法，制定资产评估法等4件；第二类是指需要抓紧工作、条件成熟时提请审议的立法项目，包括修改文物保护法、商业银行法等21件；第三类是具有一定的立法必要性和可行性，但涉及问题较为复杂，立法条件尚不完全具备、需要有关方面继续研究论证的立法项目，包括财政税收、国家经济安全、网络安全等方面。
这次立法规划按主要内容分为五类：推动经济发展方式转变、完善社会主义市场经济体制方面的立法项目，包括修改预算法、中小企业促进法、证券法、商标法等，制定增值税法等单行税法、期货法、航道法等；坚持走中国特色社会主义政治发展道路和积极稳妥推进政治体制改革方面的立法项目，包括修改立法法、行政复议法、行政诉讼法、人民法院组织法、人民检察院组织法等；保障和改善民生、加强和创新社会管理方面的立法项目，包括修改职业教育法、食品安全法、安全生产法、矿山安全法、药品管理法等，制定社会救助法、慈善事业法、基本医疗卫生法、社区矫正法等；推进社会主义文化大发展大繁荣方面的立法项目，包括修改文物保护法，制定公共图书馆法、电影产业促进法等；以及推进生态文明建设方面的立法项目。
此外，第一、二类立法项目中还安排了加快推进国防和军队现代化建设以及维护海洋权益方面的立法项目。
编制立法规划工作是从第七届全国人大常委会开始的。从八届起，每届全国人大常委会都根据经济社会发展和法制建设的需要，编制五年立法规划，统筹安排任期内立法工作。
