　　据山西煤矿安全监察局报告显示，9月28日3时10分，山西省吕梁市汾阳市境内，山西焦煤集团汾西矿业公司正升煤业公司东翼回风巷发生透水事故，12人被困井下。经过连续11天的紧张救援，井下12名被困人员中2人获救生还，10人不幸遇难。

　　作为中国煤炭生产大省，山西不断出台多项政策和措施严防煤矿安全生产。山西官方曾出台规定，对发生重大、特别重大生产安全责任事故煤矿的责任人将撤销其任职资格，不得再任矿长一职。

　　原山西汾西正升煤业有限责任公司矿长樊某，因上述煤矿透水事故被山西省煤炭工业厅吊销其《煤矿矿长资格证书》和《安全资格证书》，且终身不得再担任煤矿矿长职务。

　　山西汲取“9·28”透水事故教训，山西省政府10月中旬发文要求所有建设矿井(包括新建、兼并重组整合、持证改造等各类在建矿井)一律停止建设进行全覆盖安全大整顿。目前，山西省有700余座矿井需要技改或建设，其中，在建的约有400座，此次安全大整顿涉及到几乎所有的煤炭企业。(完)
