新华网郑州10月23日电(记者桂娟 方栋)据河南省公安厅交警总队通报，在光山县“8·12”特大道路交通事故中，肇事车驾驶员张南翔、李自勇，周口市川汇区运管所副所长段国如等14人涉嫌4种罪名被追究刑事责任。
今年8月12日15时58分，光山县境内312国道768公里附近，一辆“豫PP6696”空载大货车与一辆载有23人(核载23人)的大客车对向侧面相撞，两车冲入路边稻田，大客车上11名乘客死亡。事发后，大货车上两名驾驶人张南翔、李自勇逃离现场(张南翔次日落网，李自勇8月18日投案)。
经调查，张南翔并没有大货车驾驶资格；肇事车辆制动和安全性能不良；事发时，张南翔疲劳驾驶、越过道路中心黄实线驶入左侧车道，与对向行驶客车相撞，其违法行为是导致该起事故发生的直接原因。目前，张南翔、李自勇两人均因涉嫌交通肇事罪，被光山检方批准逮捕。逃逸期间，李自勇之妻叶大勤曾为两人提供帮助，因涉嫌包庇罪被光山警方刑事拘留。
警方调查发现，该车显示“合格”的“汽车综合性能检测报告”、“营运车辆技术等级评定证明书”、“机动车安全技术检验报告单”均系周口相关汽车维修、检测部门，在未见到肇事车的情况下违规出具，车辆“二维”档案也系伪造。
通报说，负责肇事车维护、检测的周口市周运集团修理二厂汽车维修中心车间主任陈东、工作人员刘洋等4人，及周口市铭鑫交通设施有限公司车辆检测分公司车间主任段广亮、负责人蒋素清，均因涉嫌重大责任事故罪，被光山警方刑事拘留(一人被取保候审)。此外，周口市川汇区运管所副所长段国如、周口市川汇区运管所二级汽车维护股股长郭合群，均因未认真履行监管职责，被光山检方以涉嫌玩忽职守罪批准逮捕。
肇事车挂靠周口市金豫汽车运输有限公司，该公司法人代表薛成功、业务员祁敏、韩士普违反安全管理规定，未对该车驾驶员进行安全教育培训，因涉嫌重大责任事故罪被光山警方立案侦查，目前，3名犯罪嫌疑人被上网追逃。
