　　兰州是国内污染最为严重的城市之一，特别是冬春季节，常常“烟锁”城市，防治大气污染成为这座城市的重要任务。据了解，从今年10月1日至明年3月31日，兰州市将开展为期6个月的冬季大气污染防治工作。此前，该市已出台了诸如“大气污染红色预警时，公用车辆停运一半”、“冬至前后40天机动车单双号限行”等一系列相关政策。据兰州市交通部门测算，如果实行单双号限行，兰州中心城区交通流量将在目前基础上减少40%，汽车尾气排放总量也将大幅减少。

　　综观国内，许多城市都相继出台了治理大气污染机动车单双号限行政策，但大都有一个硬性指标，即“空气质量综合指数达到重度污染标准”。兰州出台最严限行令的背后，一方面是颇为严重的大气污染现状，另一方面也是兰州城区日益增高的道路交通密度。据了解，交通密度就是机动车总量与道路总长之比。兰州的交通密度高达每公里628辆，是香港、深圳的两倍有余。

　　有研究表明，兰州大气污染类型已呈现出工业、煤烟、扬尘及机动车尾气混合型污染的特征。从兰州出台的一系列治理大气污染政策来看，很多政策都直指上述四大污染源。

　　有关专家认为，仅靠限行不能从根本上治理大气污染和交通拥堵难题，从长远来看，要严格控制主城区空气污染源，禁建高污染型工业项目。同时，要制定更为严格的标准，加大空气污染的处罚力度。
