　　杨新建说，全省已进入稳定低生育水平时期，单独夫妇数量不大，且生育观念在改变。所以，新政策应该不会引起生育率大起大落，短期内不会出现生育扎堆和出生人口大幅增长。

　　杨新建提醒说，符合条件、有意愿的单独夫妇，不要冒险赶在新政策落地前就生育二孩。对于抢孕抢生者，将会依据相关规定进行处理。
