Intensity of energy use is considerably higher than the world average, energy consumption higher than the foreign advanced industrial products seen above, backward technology and equipment still in use, so go and adjusting economic structure, a difficult task.

  Four is the policy mechanism is not perfect. As the current coal prices, weakening of the incentive effect of financial incentives for energy conservation retrofit enthusiasm is not high. Weak law enforcement capacity, high compliance costs, illegal low cost issue is not effectively addressed. Energy-saving measures, statistics, monitoring needs to be strengthened.
