　　南都讯记者梅雪卿?今后，广州将建立餐饮垃圾和废弃食用油脂的经营服务许可模式，逐步形成统一收运、集中定点处置。广州市法制办现正就《广州市餐饮垃圾和废弃食用油脂管理办法(征求意见稿)》(以下简称《办法》)公开征求意见。《办法》规定，将餐饮垃圾和废弃食用油脂直排入下水管道的餐饮企业，最高可罚款5万元。

　　对比之前的管理办法，《办法》首次提出特许经营制度。市法制办表示，虽然早在2004年广州就提出“统一收运、集中处理”，但在实际操作中遇到现有收运处置体系的强力阻挠和餐饮垃圾产生企业的抵触。为此，广州向深圳“取经”，建立特许经营制度，授权给有资质、服务质量好的经营单位，对餐饮垃圾和废弃食用油脂实行统一收运、集中定点处置。同时，采取分片经营的方式，将全市分为若干个区，由中标企业负责统一收运和处理。

　　如何保障餐饮垃圾和废弃食用油脂的应收尽收？《办法》提出了餐饮垃圾和废弃食用油脂的合同备案、台账申报制度。《办法》规定，产生单位在向环保部门办理排污申报登记时，应当提供收运处置合同的备案回执证明。

　　据统计，广州市餐饮服务网店和集体食堂近5万家，每天产生的餐饮垃圾有1500-1800吨，其中废弃食用油脂有75-150吨。《办法》规定，对于偷排、乱排餐饮垃圾和废弃食用油脂的，责令立即清除污染，对单位处5000元以上5万元以下罚款；个人有以上行为的，处1000元以下罚款。对擅自收运、处置的，对单位可处最高5万元罚款，对个人可处1000元以下罚款。如果将垃圾和油脂混入其他类别生活垃圾的，对单位可处2000-1万元的罚款。
