5月8日，中船重工在其官网上表示，该协议的签署是中船重工研制生产的潜艇产品正式出口泰国的重要标志，是继出口巴基斯坦的大单后，中国常规潜艇对外出口的又一重大突破。作为泰方对这个协议高度重视的体现，泰国海军参谋长陆猜·陆迪上将亲自来华签署协议，中国驻泰国武官张力也见证了签署仪式。
中船重工在公布这则喜讯时依然很“低调”，没有公布合同细则以及涉及的金额，而据泰国方面此前披露，这次签署的协议意味着泰国将斥资360亿泰铢（约合71亿元人民币）购买3艘S26T潜艇，首付款7亿泰铢将在合同签署后45天内付给中方。首艘S26T将在6年内交付泰国皇家海军，后续两艘将在之后5年内交付。
据泰国媒体介绍，S26T是基于中国海军自用的039A“元”级柴电潜艇的外贸版。泰国媒体报道称，S26T拥有水滴形艇体设计，并有较好的静音能力。报道还称，该型号装备了不依赖空气动力系统（AIP系统），因此可以连续潜航21天。
中船重工此次并没有公布S26T潜艇的技术参数，但外媒援引该公司此前在国外参展时公布的与S26T基本类似的S20外贸潜艇的简介披露，这个系列的潜艇长度为66米，水上排水量为1850吨，水下排水量为2300吨，最大航速18节，以16节速度航行时最大航程为8000海里，最大自持力60天，共配备有6具鱼雷发射管。外媒还猜测，S26T将装备中国近年推出的军贸领域首个潜射反舰导弹型号——CM-708。这型导弹于2014年珠海航展首次亮相，它可以使用户在隐蔽情况下对海上大中型舰船目标和陆上近岸目标展开攻击。
此次出口泰国的潜艇合同已经是在公开报道中可查到的中国近两年内第三次出口潜艇。此前巴基斯坦签署了价值至少40亿美元的购买8艘S20级潜艇的“超级大单”，而孟加拉国也掏出2亿美元购买了两艘035G“明”级柴电潜艇。
一位不愿透露姓名的中国军事专家向《环球时报》记者介绍，此次出口泰国潜艇的大单可以极大地锤炼中国外贸潜艇设计建造能力，也是检验和提升中国国产AIP系统性能的好机会。他表示，中国潜艇对用户最大的吸引力除了极高的性价比以外，还有一项不容忽视的卖点就是中国愿意帮助买方发展自己的潜艇建造能力，不过究竟要不要发展这项对技术水准和工业基础都要求颇高的能力最终要由买家决定。
这名专家表示，中国潜艇的潜在买家基本上都位于南亚、东南亚以及北非地区，因为这些国家熟悉中国军贸的产品和规则，而且大都是区域性海军，有一定的实力和自主国防需求，但手里的军费又不太多，因此必须选择高性价比产品。
除了潜艇大单，近期中泰军贸领域另一个合同涉及泰国陆军。据中国兵器工业集团公司日前公布的消息，该集团下属的军贸企业中国北方工业公司与泰国陆军签署了“重要合同”。该消息没披露该合同涉及哪些装备，但根据该消息包含的有限信息，并结合北方公司的业务范围以及外电此前的报道判断，应该是有关泰国继续购买中国研发的主战坦克VT-4。据外媒报道，泰军方已购买28辆VT-4，将在今年年底前接装完毕。▲（刘培候）
