刘元弟，今年61岁，工作44年，从警38年，曾是绵阳市公安局涪城区分局城北派出所剑南路第二社区民警，2015年1月退休。熟悉他的人都知道，老刘有两大爱好：一是养信鸽，另一个就是追逃。退休后，刘元弟利用自己工作时摸索自创的追逃攻略，在不到两年时间内，追回41名被列为网上追逃的嫌疑人。
不少人对此好奇：退休了还要继续追逃？咋就不会过点清闲日子呢？他的追逃到底又有什么秘诀呢？7日，成都商报记者与他面对面聊了聊。
鸽友传信
仅仅5天 找到网上追逃对象
7日上午，成都商报记者见到了刘元弟，虽然已经61岁，但他身穿一件加绒衬衣以及一件羽绒褂子，十分干练。
刘元弟住在绵阳东街一个老小区的最顶层，顶楼则是他专用的养鸽场地。“我养鸽子已经30年了，曾当了10年的绵阳市鸽协副主席，认识了很多人，这给我的追逃工作带来了很多方便。”刘元弟一边喂鸽子一边说。
刘元弟介绍，2015年7月，他在城北派出所询问到了一条网上追逃信息，嫌疑人王斌（化名）是江油市武都人，大学本科毕业不久，因为网上贩卖香烟被山东警方列为网上追逃对象。发现该信息后，刘元弟分析：这名大学生可能没找到工作，更有可能不知道网上卖香烟是违法的，追回的可能性非常大。
次日一早，刘元弟驾驶自己的私家车，来到江油武都镇。到镇上后，刘元弟发现有一群鸽子在一处楼顶飞，于是他来到该幢楼。鸽子主人看见他后，直接认出了他，虽然刘元弟不认识对方，但两人还是寒暄了一阵。
刘元弟介绍，寒暄后，他便随口问了对方“王斌住在哪里知道吗？”，谁知，此人刚好认识王斌，且就住在隔壁楼幢，便问刘元弟找对方有什么事？
刘元弟“耍了点小心机”： “我说王斌欠我一个亲戚的钱，又不多，只有两千块”。对方告诉他王斌最近不在家，刘元弟便让他帮忙留意，一回家就请打电话联系。对方同意了，刘元弟留下电话后离开了。仅仅5天后，刘元弟接到了鸽友的电话，称王斌已经回家。这时，刘元弟立即通知了城北派出所的两名民警，和自己一起驾驶私家车到达武都，悄无声息地将王斌带上了车。此时，正如刘元弟所料，王斌确实没有工作，更不知道网上卖香烟违法。
用心交流
嫌疑人父亲督促儿子自首
2015年中秋节前，刘元弟发现了被深圳警方列为网上追逃对象的平武籍张龙（化名），通过查询，找到了张龙父亲的电话。“你好，请问你是不是张龙的父亲？”当天下午，刘元弟拨打了张父电话，得到对方肯定答复后，他告诉对方，张龙在深圳时涉及一个案子，希望他能到派出所说清情况。
这时，对方很敏感，怀疑刘元弟是冒充警察的骗子，便问刘元弟城北派出所值班电话。对方通过114查询核实后，直接拨打了该值班电话找刘元弟。当再次听到刘元弟声音时，对方确认了，但是也质疑，既然儿子犯事了，为何平武的警察不来抓呢？
“平武的警察明后天就要来了，他们穿着警服、开着警车直接来抓，你老是不是没面子？你不是说你儿子准备春节结婚了，如果这样，女方还能嫁给他吗？”刘元弟开始了心理攻势，“他到绵阳来自首，不仅可以因为投案自首获得轻判，你们当地人也不知道，你可以给他们说儿子出国打工了……”
当晚6时许，在家属敦促下，张龙乘车到达绵阳车站，刘元弟开车将其接回派出所，问清了情况，原来，张龙在深圳时，被几名工友叫去打牌，结果当他走到4楼时，另外几人已经走到6楼，并很快冲了下来，当他到6楼时，发现一对夫妻傻眼坐着。后来张龙才知道，几人抢劫了这对夫妻3000多元钱。
“他虽没有进入核心区域，但他们是一起上去的，算一个抢劫团伙。后来他因为参与黑社会性质团伙被判一年半。前几天，他妈妈还给我打电话表示感谢。”刘元弟说。
不听劝告
发动群众坚守一月抓住嫌疑人
打电话进行心理攻势，是刘元弟追逃的一个重要法则。但是，也有很多人在电话中不听劝告。这时，刘元弟同样会强硬较真。
今年3月，三台籍嫌疑人刘军（化名），因在内蒙古伤人被列为网上追逃对象。刘元弟发现该条追逃信息后，开车到其老家查看，发现一家人已经搬走，几经周折才找到了刘军电话。
“我不会来（投案）的，你有本事来直接把我抓了。”虽然刘元弟在打电话时晓之以理动之以情，但对方仍不为所动，并发出了挑衅。
这时，刘元弟较真劲来了，他打印出了刘军的照片，再次开车到其老家，打听刘军新的住址，但是，只知道他在三台县某条街买了房，不知道具体哪个小区。
刘元弟没有放弃，来到这条街上，发现一共有7个小区，他便拿着照片，挨个小区询问保安和门口的商家。在找到第四个小区时，小区外的一名商家认出了此人，但表示刘军没有在家。这时，刘元弟心中大喜，递给老板一包烟，告诉老板，刘军欠自己亲戚300元钱，两年了一直不还，希望他帮忙留意，等刘军回来就打电话。
近一个月后，刘元弟接到了商家的电话，“人回来了”。刘元弟马上向警方汇报，并和两名便衣民警，开着私家车来到小区对面。两个多小时后，刘军出现，他们跟随到了刘军家，在刘军打开房门的一刹那，直接将其抓获。
追逃背后
既要斗勇 又要斗智
“追逃，不是简单的抓逃，而是既斗勇又斗智。如何做到‘不战而屈人之兵，是追逃的最高境界’。”围绕追逃，刘元弟经常在想，对在逃的嫌疑人以及他们的家属，一定要倾注真感情，一次不行就两次，两次不行就三次。要分析家属们的心理状况，要了解他们担心什么，害怕什么。刘元弟说：“在我内心，觉得追逃不仅是一件善事，也是一件快乐的事。所谓善事，一是早日给受害人一个交代；二是让犯罪嫌疑人早些结束提心吊胆的日子。至于快乐，那是完成任务后的心情。”
现在，刘元弟的书桌上放着一张打印纸，上面写着他自己总结的追逃口诀：留心网络，寻找信息；看人说话，见机行事；乔装打扮，随意访问；吃苦耐劳，坚持蹲守；多学知识，应对自如；决不放弃，随时紧盯。这段口诀就是刘元弟的追逃攻略。
“虽然现在退休了，但我身体还很好，隔一段时间就到派出所询问网上追逃信息，继续我的追逃工作，这样可以给年轻民警起到一个传帮带的作用，同时，追逃对我来说，也有一种感情寄托在里头吧……穿了几十年警服，对这份工作有感情。”刘元弟说。
成都商报记者从绵阳市公安局涪城分局获悉，经统计，2015年，刘元弟成功追逃28人，2016年成功追逃13人，其中三台籍最多，其次是安县、北川等绵阳区市县。虽然成绩很显著，但在刘元弟心中，仍有很多遗憾，因为还是有部分人不听劝告，不会自首，选择继续逃逸。
刘元弟的妻子刘阿姨现在还在上班，她完全支持丈夫的选择。“我真心希望在逃人员能主动投案自首，争取宽大处理，这样不仅是给受害人交代，也可以让自己结束提心吊胆的日子，早日和家人团聚。”刘元弟说。
刘元弟退休了，能否到派出所询问网逃人员信息呢？对此，涪城区公安分局党委委员、政治处主任毛安表示，刘元弟到派出所询问信息没有任何问题，因为他不仅是一位退休民警，就是普通老百姓，也有给公安机关提供线索、协助公安机关破案的义务。此外，刘元弟在找到嫌疑人后，也是第一时间通知了派出所民警，具体抓捕工作都是民警在负责。当然，公民在协助公安机关破案时，不建议直接去抓捕扭送嫌疑人到公安机关，因为公民没有经过专业训练，如果公民发现线索，应第一时间和公安机关取得联系。
