贵南高铁项目“暂缓” 此前曾被南宁居民投诉

6月1日，澎湃新闻（www.thepaper.cn）获得一份名为“关于中止新建铁路贵阳至南宁客运专线环境影响报告书审查程序的通知”的公函。通知显示，环保部于3月30日受理的贵南高铁项目已完成了技术评估，但因广西南宁盛天东郡小区居民投诉集中，其审查程序已被中止。通知要求，项目环境影响报告书需进一步完善公众参与工作，才能继续进行项目的审查。该通知的落款单位为环保部环境影响评价司（以下简称“环评司”），落款时间为5月30日。
这份公函称，自5月中下旬至今，“新建铁路贵阳至南宁客运专线”（即贵南高铁）的环境影响报告书已收到广西南宁多名居民的投诉，投诉主要反映“项目的选线不合理”、“距离居民区和学校较近”、“公众参与不足”等问题。
该函显示，除了中国铁路总公司，环评司还将通知抄送给了南宁市政府、广西自治区环保厅、该项目的建设单位云桂铁路广西有限责任公司，以及项目环评单位中铁二院工程集团有限责任公司等。
6月2日，广西自治区环保厅宣教中心的昌姓负责人向澎湃新闻证实，环保厅已收到贵南高铁项目审查中止的通知。南宁市政府文书科的一名工作人员6月1日也称，近日确实收到了来自环评司的一份同名公函。
而此次贵南高铁项目的“暂缓”，正是广西南宁盛天东郡小区业主近半个月请愿上访的目标。
盛天东郡小区的业主代表何女士说，小区居民已经得知项目审查中止的消息。
澎湃新闻5月28日独家报道，贵南高铁环评被指漏掉南宁一小学、公众支持率造假，官方调查。从5月中下旬开始，盛天东郡小区的业主便对环保部官网公示的贵南高铁项目表示出诸多质疑。首先，公示的报告书中，位于南宁市昆仑大道58号的盛天东郡小区，离附近高铁桥梁的最短距离只有48米。
其次，业主们称，小区周围还有一所很可能受到影响的虹桥小学，然而报告书却并没有包含这所小学。同时，小区多名居民表示没有参与过该项目的任何民意调查，而报告书的结论却显示，本工程建设是可行的；沿线个人意见调查表有93.02%的居民表示支持。
对此，负责贵南高铁项目环评的中铁二院吴姓负责人曾表示，线路如此设计是迫不得已，已经是目前的最优方案。他认为，小区附近线路的走向，主要是为了避免小区附近的采空区，“采空区的地质条件并不符合高铁的建设需求。”
而对于项目的公众参与工作，项目建设单位云桂铁路广西有限责任公司，以及中铁二院，都认为“一切是按照国家程序来走的”。
根据贵南高铁3月30日被环保部受理的报告书，贵南高铁项目北起贵州贵阳，止于广西南宁，全线运营长度为512.47km，速度目标值为350公里/小时。高铁项目原计划于2016年开工建设，新建16个车站，施工期6年，预计在2023年前后投入使用。
2016年4月，人民网曾报道，贵南高铁修成后，全程运行时间不到2小时，比普速列车大幅压缩9个多小时，比现在走贵广高铁大幅压缩3小时以上。专家表示，贵南高铁是衔接“一带一路”的纽带。建成后，将与贵广、成贵、渝黔高铁共同构成川渝黔及西北地区至华南沿海地区间旅客交流的快速铁路通道，以及与东盟国家等地区旅客交流的便携主通道。
