　　文章指出，西方政府面临的最为紧迫的战略问题之一，就是如何适应中国作为一个新的全球超级大国的崛起。而情报工作方向调整的第一要务则在于对这一新现实要有一个全面的了解。

　　尽管西方官员和决策者或许正在外交部或总理府专心致志地忙于研究中国的工业和地缘政治战略(比如他们到底打算在南中国海干什么)，我几乎没有看到任何证据表明政府里有人注意到了北京是如何解决了一个其他任何政府都没有解决的问题，即如何控制、管理和驾驭互联网。
