全国人大法工委：近万家境外非政府组织在华活动
人民网北京4月28日电 今天下午，全国人大常委会办公厅在人民大会堂举行新闻发布会。

　　发布会上，有记者提问称：“境外非政府组织境内活动管理法制定过程中得到了很多境外的关注，也有一些担忧，我的问题是中国制定这部法律的目的是什么？制定这部法律是否意味着中国会收紧境外非政府组织来华活动的政策？”

　　对此，全国人大常委会法工委副主任张勇表示，这个完全没有必要担心。中国改革开放30多年来，在华开展活动的境外非政府组织从无到有，从少到多，到今天据不完全统计有近万家境外非政府组织在华活动。应当说，绝大多数的境外非政府组织为促进中国人民和世界各国人民之间的交流、交往、合作，为推动中国这几十年改革开放事业和整个社会的进步作出了积极的有益的贡献。中国对境外非政府组织来华开展友好的交流、交往、合作一直抱着积极、开放和欢迎的态度，这是不争的事实。

　　张勇称：“但是，我想也毋庸讳言，的确有极少数的境外非政府组织企图或者已经做过了危害中国社会稳定和国家安全的事情。所以说，将境外非政府组织在华的活动纳入法治轨道，这是中国推行全面依法治国，建设法治社会的必然要求。我相信这部法律的制定，一定能够使境外非政府组织在华的活动更加顺利、更加有序的开展，境外非政府组织的合法权益一定会在这部法律的规范引导之下得到更加充分、更加有力的保障。”
