武汉：丧葬品市场成腐败“重灾区”
又是一年清明节。日前，一篇“湖北武汉部分殡仪馆骨灰盒加价近4倍，馆长每月领高额‘好处费’”的报道引起人们关注。
《检察日报》2015年7月的报道显示，2013年年底以来，该市在全市民政系统开展专项办案行动，共立查职务犯罪案件29件29人。其中，受贿案18件18人、行贿案4件4人、单位行贿案7件7人。
记者梳理发现，上述涉案人员中多名系武汉市民政局直属3家殡仪馆时任馆长、副馆长、相关岗位负责人以及殡葬管理执法队队长，多名涉案人员于2014年2月至8月被刑拘，他们的腐败大多涉及丧葬用品的采购和销售。
2013年年底，一个匿名举报电话打到武汉市检察院反贪局，引起有关方面高度重视，时任汉口殡仪馆馆长陈德华最先浮出水面。陈德华很快交代了其在该馆整体搬迁绿化工程中的受贿事实。之后，上述十余名官员相继落网，与之相关的行贿人亦被查处。
2014年3月22日，因涉嫌受贿，武汉市青山殡仪馆原馆长李莉被刑拘。“2002年至2008年间，李莉先后多次收受业务往来单位有关人员给予的现金共计24.5万元。”4月1日，青山区人民法院办案法官告诉记者，其中多为骨灰盒供应商给予的“好处费”。
记者注意到，李莉具体的犯罪事实中，涉及骨灰盒销售的供应商有3家。其中，仅福建某陶瓷工艺厂负责人给予的“好处费”就达8万元。
庭审时，李莉当庭痛哭，后悔不已。提及受贿原因，她称“大环境都这样，觉得不会出事”。最终，李莉被判处有期徒刑5年零6个月。
与李莉一样，在骨灰盒上“出事”的殡仪馆职员不在少数。
在57岁生日当天，时任汉口殡仪馆业务科（原服务科）科长的何远明被刑拘。何远明的落马与一名窦姓骨灰盒供应商有关。
何远明受贿罪一审判决书显示，2003年至2007年，武汉市民政局决定对汉口殡仪馆丧葬用品销售市场进行清理整顿。本来是一场净化市场的行为，因为何远明等人的运作，最终成为了骨灰盒的垄断经营。
上述判决书显示，何远明时任该馆内勤礼厅科科长期间，利用职务便利，帮窦某控制的武汉某雕刻公司进行协调、处理相关事宜。最终，窦某经营的该雕刻公司，成为清理、整顿后的该馆唯一骨灰盒供应商。
不仅如此，在随后担任汉口殡仪馆服务科科长期间，何远明还向丧户家属推荐窦某经营的骨灰盒。2010年至2014年年底，何远明共收取窦某贿赂现金40万元。
记者梳理发现，除了骨灰盒，殡仪馆内其他殡葬用品的销售也成另一块腐败“蛋糕”。
与青山殡仪馆原任馆长李莉同一天被刑拘的，还有该馆原副馆长、副调研员刘德耀。办案法官介绍，刘德耀非法收受贿赂21.6万元，被判处有期徒刑10年。
21.6万元中，有一笔8.2万元系该馆时任馆长助理刘某及家人先后7次贿赂所得，馆长助理的家人在殡仪馆承包经营小卖部，卖殡葬用品。
“白色消费是刚需，而殡葬行业由于其特殊性，极易成为腐败滋生的‘温床’。多年来，商人为了将丧葬用品送进殡仪馆，不惜花大代价。最终，消费者成了被‘宰割’的对象。”在接受采访时，一名办案法官分析，上述多起案件足以说明，部分殡仪馆内殡葬用品利润空间太大，而监管太薄弱。
业内人士介绍，一些殡仪馆内出售的骨灰盒、纸棺等用品，未经集中招标，或者招标过程中存在猫腻，因此成为殡仪馆相关负责人“吃回扣”的核心业务。
据湖北当地媒体报道，2014年，武汉市纪委查办了市民政局原党组书记、原局长刘志海，原副局长刘友华。在2015年年初举行的武汉市纪委全会上，武汉市委书记阮成发直指，2014年民政系统腐败“最突出”。
武汉市检察院反贪局相关负责人在接受采访时也表示：“这批案件的查办，充分暴露了武汉市民政系统国家工作人员利用职权收受贿赂，‘权钱交易’的突出问题。”

“在改革开放的大背景下，殡葬事业改革缺乏整体布局，管理环节上漏洞频发，最终造成逝者不仅没得到应有的尊重，还被当成官商勾结攫取利益的‘摇钱树’。”冯桂林提出，殡仪馆腐败乱象亟须治理，应从加快殡仪服务市场化改革入手，加强监管，让权力规范运转，使殡葬服务价格回归理性轨道。
